EXECUTION STYLE: New details on the Boca Raton double murder

Devante Moss is now in the Palm Beach County Jail after being extradited from Laurens County, Georgia. He is accused of two murders and one attempted murder in the city of Boca Raton.

BOCA RATON, FL (BocaNewsNow.com) (Copyright © 2024 MetroDesk Media, LLC) — [FIRST WITH THE STORY] — The man accused of killing two people and seriously injuring a third on Ocean Boulevard in Boca Raton is now in the Palm Beach County Jail. Devante Moss, of Boynton Beach, was extradited Friday from Laurens County, Georgia – where he was arrested two weeks ago on a double murder charge. BocaNewsNow.com has obtained the official arrest report from Boca Raton Police. Although we have redacted some elements, investigators claim the following:

[ARREST REPORT]: On 09/20/2024, at approximately 4:53 p.m., the Boca Raton Police Department dispatch center received multiple 911 calls related to a multiple victim shooting (Boca Raton Police Case #2024-011046) that occurred in the parking lot at 365 N. Ocean Blvd. Boca Raton, FL 33432. When officers arrived on scene, three victims were in the parking lot with gunshot wounds! The Boca Raton Fire Department responded to the scene and determined that the victims, F. Chandler Dill (DOB: 08/15/92) and F. Christopher Liszak (DOB: 06/28/1975), were deceased at the scene. The victim, W/M Tuan Duy Hoang Ho (DOB: 09/17/83), was transported to Delay Medical Center for medical treatment as a trauma patient for multiple gunshot wounds.

I provided two independent, videotaped witness statements at the scene. Below is a brief summary of the information provided: The witnesses left together from the administrative office on the southwest side of the complex. As they walked north in the west parking lot, they observed a B/M suspect, later identified as De Vante Lashawn Moss (DOB: 01/17/1994), running south from an apartment toward a silver Jaguar sedan. The AW/F victim, later identified as Chandler Dill, was seen chasing Moss through the parking lot, yelling, “Give me my stuff.” Moss was carrying a black purse as he ran toward the vehicle. Moss tried to open the Jaguar's driver's door; However, Dill grabbed him and tried to take the purse from his hands. The two fought for possession of the handbag while Moss simultaneously tried to get into the driver's seat of the Jaguar. Moss opened the Jaguar's driver's door and sat in the driver's seat while Dill still tried to take the purse from his hand. The AW/M victim, later identified as Tuan Duy Hoang Ho, witnessed the fight in the parking lot and went to help Dill. Ho got into the Jaguar from the passenger side and began hitting Moss to help Dill. During the altercation, a second W/M victim, Christopher Liszak, entered the parking lot while Dill was fighting with Moss over the purse. Liszak approached from the driver's side and tried to take the purse from Moss's hands. Moss then exited the vehicle brandishing a black handgun. Fearing for their safety, witnesses fled the area south and heard about three to four gunshots. Witnesses described Moss as a B/M, 6 feet 2 inches tall, with a muscular build, weighing about 209 pounds, wearing a black shirt and a black durag.

365 N. Ocean Blvd has exterior video surveillance on the west side of the building where the incident occurred. The property management provided access to on-site video surveillance. The following events were observed via video surveillance:

VIDEO SURVEILLANCE OF THE MURDERS:

At approximately 4:51 p.m. the door to hotel room 101 opens to the outside. Moss left the room clutching a black purse in both hands and ran south along the concrete paver walkway toward the parking lot. Dill left the same door right behind Moss and chased after him. She was naked from the waist down. As Moss attempted to open the driver's door of a silver Jaguar sedan, he and Dill got into a physical altercation. Ho approached the jaguar from the north and tried to help Dill. Moss couldn't close the driver. Door to the Jaguar due to the persistence of Dill. Moss exited the driver's door of the Jaguar, walked around the rear of the vehicle while Dill put on his shirt, opened the rear passenger door and retrieved a small object from the back seat. Moss returned to the Jaguar's front door with Dill still struggling with him. Ho watches Moss briefly and backs away. Ho runs to a nearby black truck and grabs what looks like a gun. Liszak left Room 102, walked slowly toward the Jaguar and attempted to intervene in the argument at the driver's door. Ho approached the passenger window. He pulled on the outside door handle. Ho held a small bag in his hand as he opened the door, catching Moss's attention throughout the interior of the vehicle.

SHOT IN EXECUTION STYLE.

Ho quickly moved away from the open passenger door and took cover on the passenger side of the Jaguar. Moss left the driver's door and stood in front of the vehicle. Moss raised a dark handgun in both hands and immediately fired the weapon at Ho, who was on the passenger side of the vehicle. He then fires the gun, hitting both Dill and Liszak at close range. Dill stumbled and fell to the ground behind the jaguar. Liszak fell to the ground west of the jaguar. Ho ducked along the passenger side of the Jaguar for cover and moved north and east back toward the hotel. Moss points the gun over the roof of the Jaguar at Ho and shoots him once. Ho fell to the ground and tried to crawl to the hotel. He remained sitting behind the hedge in front of room 102 and looked south. Moss ran across the parking lot to Ho and made direct contact with him. As Ho sat on the floor with his empty hands raised, Moss stood over Ho and fired the gun at him. Moss then reached down and picked up what appeared to be a red cell phone that was lying on the floor near Ho's feet. He then ran back to the Jaguar, got into the vehicle and fled the scene of the accident.

The video surveillance suspect is described as a black male with a large build and facial hair, wearing a black T-shirt, light-colored shorts, black socks, red sneakers and a black “Du-rag” bandana on his head. The Jaguar's license plate (FL tag QVGU38) was recovered through video surveillance. This FL tag is on a 2017 4-door silver Jaguar with a registered owner of De Vante Lashawn Moss (DOB: 01/17/1994) and a registered address of 1201 Coastal Bay Blvd. registered. Boynton Beach, FL 33435. Moss is a black male standing 6'5″ tall and appears to have facial hair in his driver's license photo, which matches the description of the suspect seen on video surveillance at 365 N. Ocean Blvd. was recorded.

The property manager at 365 N. Ocean Blvd. advised that Dill rented apartment 101 on September 19, 2024 and was originally scheduled to check out on September 20, 2024; However, she extended the room for another day. The property manager also pointed this out. Liszak rented apartment 102 on September 9th, 2024 and was supposed to move out on September 23rd, 2024. Dill was the only name listed as a tenant for Apartment 101 and Liszak was the only name listed as a tenant for Apartment 102.

I made the following observations on site. A black Juicy Couture handbag lay on the sidewalk behind where the Jaguar was parked and in close proximity to Dill's body. Inside the purse was Chandler Dill's Washington state identification card. Several spent 9mm shell casings, broken glass and several fake fingernail tips were located in close proximity to where the Jaguar was parked. It appeared that after the shot, Dill fell over the hedge line behind the Jaguar's parking lot, eventually coming to rest on the pavement south of the hedges. She was in a supine position with her head facing south and feet facing north. She was wearing a black tank top. She had a fatal gunshot wound to the front of her neck, a gunshot wound to her right forearm and a gunshot wound to her upper back.

Bodies located.

Liszak's body was found face down on the sidewalk west of where the Jaguar was parked. His head was facing west and his feet were facing east. He was wearing a gray shirt, camouflage shorts and camouflage boots. He suffered a single fatal gunshot wound to the upper left chest. It should be noted that Ho was transported to Delray Beach Medical Center prior to my arrival. His bloody shirt, pants and sneakers were on the concrete pavement in front room 102. He suffered a gunshot wound to the buttocks (and) a gunshot wound to the right thigh. Due to his injuries, Ho was admitted to the trauma intensive care unit. BRPD crime scene technicians responded to conduct a crime scene investigation.

SEARCH WARRANT.

On 09/20/2024, a search warrant was executed for the Moss residence (on) Coastal Bay Blvd. achieved. Boynton Beach, FL 33435. With the assistance of the Boynton Beach Police Department, the search was conducted on 9/21/24 at 4:19 a.m. Moss and his Jaguar were at the residence. I contacted Moss's fiancée. She was cooperative and volunteered to speak with me. I submitted a videotaped affidavit with Nemeth. The following is a brief summary of the statement given: I showed (her) a still photo of the suspect from the shooting at 365 N Ocean Blvd.
(She) immediately identified the suspect as her fiancé, De Vante Moss. She has been in a relationship with Moss since 2021 and the two have a child together. She last saw him at her apartment on 9/20/24 at approximately 5:30 p.m. as he was packing his luggage to leave for a business trip to Jacksonville, Florida. He left the residence in his silver 2017 Jaguar 4-door car with FL license plate QVGU38.

Moss's Jaguar, with FL registration QVGU38, was registered as a criminal vehicle with the NCIC/FCIC. On 9/21/24, at approximately 5:20 a.m., Georgia State Police conducted a traffic stop in Laurens County, Georgia on the silver Jaguar with FL tag QVGU38. Moss was the sole occupant of the vehicle and was arrested. It should be noted that the driver's side rear window was broken (consistent with the glass shards found at the scene) and covered in dark plastic! The vehicle was seized by Georgia State Police. Based on the above investigation and information, I am requesting an arrest warrant for De Vante Moss (DOB: 01/17/94) for two counts of first degree murder with a firearm in violation of Florida State Statute 782.04 (1) (a) (1) and 782.04 (1) (a) (2) and one count of attempted first-degree murder with a firearm in violation of Florida State Statute 782.04 (1) (a) (1) .
