Oct. 7: “The Battle for Pharmacy Benefit Managers”

Welcome to the Health Law Brown Bag event with Professor Bill Sarraille, JD. Join us for an informal discussion on current health law issues during this in-person event on October 7 at 12:00 p.m. at the University of Maryland Francis King Carey School of Law, Room 205.

Sarraille will speak on “The Battle for Pharmacy Benefit Managers (PBMs).” A pitch battle rages between supporters and critics of PBMs. With three major PBMs managing nearly 90 percent of all drug claims in the United States, advocates claim that PBMs save the federal government, payers, employers and consumers billions, but critics, including the Federal Trade Commission (FTC), claim that PBMs have saved billions led to an increase in drug prices, which has resulted in higher costs, including consumer cost sharing. Sarraille will discuss a recently released FTC “interim report,” a lawsuit filed by PBM Express Scripts seeking to strike that report, and the FTC’s recent administrative complaint against all three major PBMs.

Sarraille is a regulatory consultant and retired senior member of the healthcare practice group at Sidley Austin LLP. He is a nationally recognized expert in healthcare, life sciences, pharmaceuticals, medical devices and patient access to treatments. He is widely known for his expertise in a wide range of health care matters, including Medicare and Medicaid reimbursement, coverage and coding, drug pricing reporting, issues related to the marketing and promotion of drugs and medical devices, clinical research issues, Stark and Anti-compliance with kickback laws, Medicare and Medicaid audits, healthcare due diligence, healthcare contracts, privacy and security compliance, and coverage for new devices and services.
