If your toilet is also spinning, he recommends checking your toilet first because “toilet leaks are the most common cause of high water bills.” Check that the water is flowing continuously.

He also says to check faucets, tubs and showers. He added that irrigation lines can also cause high water bills.

If you have a shutoff valve, do insulation tests. After turning off, check whether the meter has stopped. If so, that is the cause of the leak and you need to call a plumber.
